Category page not loading Sub Category

I am using Magento ver. 1.9.2.2 

We have a page under Categories that will not show when it is a Sub. 

(I have performed a reindex several times).

When it is not under the main category it shows fine with the URL. 

Moving it under Select Vehicle and I am getting a 404 page not loading. 

If you need further information, please let me know

Please elaborate your issue in little bit more details.

Please confirm you have selected either products or static block to be displayed in all the categories.

Please check the configuration in catalog, if you have set the url to be included with parent category name or something.

Hi. We have it linking to 3 static blocks. 

We also are showing a list of products. 

Not sure how to do this. (sorry my Magento knowledge is limited)
