Getting error message:
Target element not found for content update
When inserting a image into the description field of a product

Images do upload just cant insert.
they do upload and show fine under the image node on the left side (the one the has you scroll over image before seeing that works fine).
Second error message:
If I go to a page and try to insert a widget I get error message:
cannot read property "selectionStart" of null
Other Info
Magento ver. 1.9.1.0
php 5.5.23 - tried a few versions including 5.6.6 and 5.6.7
Also have setup "everyone" permissions on all web directories to see if that was the cause.
Third issue kind of related and how I fixed.
Was getting "File was not uploaded." appears when using php-5.6.7-nts-Win32-VC11-x86 - after downgrading the error "File was not uploaded." went away and my images uploaded.
UPDATE
couldnt wait either i get this working or move on.
reloaded everything - its working now no more errors.
