From other system send order to magento admin via API

I would like to build a separate site (non-magento/php) where users will create orders. Then, those order details i want to send them to magento and be able to process/save them from magento from there after. Do you think the current magento api allows for this?
Also, provide me with any possible links you might think are necessary to achieve this.
