Specific price discount on collection

Hello Guys,

I am new in the magento. Can you please help me to build a plugin 

Here is my requirement.

A Magento module that will be able to create custom collections based on rules 

then apply special price discount rule to the products in the collection if they are older than a certain date and have a certain sell through %

Example:

Create collection called "sale" and populate with products that are older than 30 days and brand = Nike

For products in the collection that are older than 30 days and sell through = 0% - apply 10% discount

For products in the collection that are older than 60 days and sell through = 0% to 20% - apply 20% discount

- Older than date needs to be editable

- sell through % needs to be editable

- % discount needs to be editable

- prices need to round to nearest £
