Can I stop Magento automatically returning items to the inventory after an order is cancelled?

My config settings in Inventory/stock options: 

Set Items' Status to be In Stock When Order is Cancelled is set to NO

Automatically Return Credit Memo Item to Stock is set to NO

Any suggestions would be greatly appreciated.
