Can Standard Magento add Promo Labels

If i create various promotional offers, both for Catalog Price Rules and Shopping Cart Price Rules, Is Magento able to add labels to the front end to grab attention and describe the offer/promo ??

What's the point of creating them if it's not able to 'advertise' them.

For this you need to make changes into Magento core file and so changes into section according to your requriements. In this, you need to do some point of static coding.
