Can an image name be changed?

Is there a way to change an image name for a specific product without having to delete the image and then add it back in with the new name?

You can not change the filename without uploading a new image replacing the existing one.

If you only want to change the title and alt tag, you can do this on each image defining a label, as standard it uses the product name.
