Is there any option to give (discount or promotion) to customer if they add products in cart or wishlist.

Yes, it is possible if the item is in their cart, through Shopping Cart Rule.
When setting up the condition, you can set a specific SKU that should be in the cart, or a selection of SKUs or products from a defined category.
Out of the box, its not possible to base condition on the content of wishlist.
