How to set a discount for shipping after the minimum spent?

I have tried using the discount rule of product price rule, but it doesn't work, I use Magento 2.3.1

have you tried with adding condition to check Row total or price in cart?

yes, I've done it

it should work, have you checked quote table for row total of existing quote. Please validate proper your rule than it will work. Thanks

Hello,

First, go to Admin sidebar, Marketing> Promotions> Cart Price Rules.

Go to actions, as you can see in the picture

Complete this information then go to Conditions section, click add. Then set apply to Shipping Amount Yes.
