No guest checkout available at checkout Magento 2.2.4

No guest checkout showing up. Just get the pop  up for create an account or to login. Guest checkout was working, and has stooped. still checked to allow guest checkout in settings.

Tried:

php bin/magento setup:upgrade
php bin/magento  setup:static-content:deploy -f
php bin/magento  indexer:reindex
php bin/magento  cache:flush

 Still have the same issue.

In my case, I disabled Allow guest checkout and I got a similar issue on Magento 2.3.3.

Allow guest checkout must be "No". I am still looking for a solution.
