Two-tiered flat-rate shipping

Hello, all!

I am interested in offering two tiers of domestic flat-rate shipping within the US. For example, standard shipping would always be $5 and expedited shipping would always be $15. I can see how to configure a single tier of flat-rate shipping but I'm not sure how to create a second tier. I've done some research but I don't want to buy a 3rd-party plug-in since it seems like I should be able to do this using the standard version of Magento (we are currently running Magento ver. 1.9.3.8).
