I was wondering is there is a way or an extension to report on the number of times a user has viewed an item that is marked as out of stock?

The idea is that I can report back to out product dept letting them know what products need to carry more stock as they are popular.

You have the option of turning on Product Alerts. More specifically, for In-Stock alerts. In essence, this allows shoppers to add their e-mail address to get notified when a product comes back into stock. Certainly, not everyone will do this, but it is one way to gauge demand for out of stock products. If a lot of people are on a waitlist for a specific item to come back into stock, your merchandizers will want to act on that information. Another simple and healthy option is looking at your Exit Pages report on Google Analytics. This will tell you where shoppers are leaving your store. Pages that shoppers are frequently exiting your website from may be a sign that either those products are not competitive, out-of-stock, etc. This can also lead to some actionable items for your merchandizers. You'll find this report in Google Analytics under Behavior --> Site Content --> Exit Pages.
@davejklass currently it seems there is no extension for this.
As users can check the out of stock products while they are on category pages.
So we can't get exactly which product is viewed by user.
