The Promotion:

Buy 1 product of any price, get 1 product under $50 for 25% off. - no limit on number of items - no requisite subtotal

Two products >= $50, No discount.

Two products and one is under $50, 25% off the cheaper one.

Two products < $50, 25% off the cheaper one.

Four products and one is under $50, 25% off the one under $50.

Four products and three are under $50, 25% off the cheapest two.

etc...
