Free shipping for one group but paid shipping for another

Free Shipping Shopping Cart Rule doesn't work

Hello

I have a few different categories on my site for different checkouts. Regular customers, 30% partners, 40% partners and so on. For our 40% partners and regular customers they receive free freight. However our 30% partners are not supposed to, but it still comes up as free freight when they check out.

FYI our wed developer is no longer with the company and I have been hired to do marketing and manage getting some issues on the website corrected. I am trying to find out where this rule would be and why it is still defaulting to the "free freight."

There might be some extension installed that is not working correctly or is misconfigured.
