I've tried many different paid ones and so far I am most satisfied with a free one from Yireo! - https://github.com/yireo/Yireo_GoogleTagManager2/

Make sure you follow the linked installation and tutorial on the github step by step and everything will work perfectly.

Since you're looking for a GA4 extension, I have a suggestion for a quick GA4 integration without having to use GTM: Magento 2 GA4 extension by BSS Commerce

It's kinda fast and doesn't need coding knowledge, you only need to fill in the GA4 measurement ID via this extension and it will complete the integration.
