Need extra line item for special charges and multiple part payments

We're not only using magento ce as an online rental store, we're also using it to create orders for customers in our brick and mortar store.

We have two significant problems:

1. In-store customers often ask us to do the drop-off, set-up and pick-up. PROBLEM: how can we add a lie item for such charges?

2. In-store customers book gear well in advance of the event. To secure the booking the client must pay 10% of the total price. PROBLEM: there seems to be only a single payment that can be recored against an order, so what do we need to accept the remainder later?

1) There is a module from WebShopApps that have surcharges on shipping items

2) I believe there is a partial payment module

1. You can Multiple Flat Rate Shipping method extension for your requirements.

You can give whatever title you want to give and charge accordingly. There are tons of other features are available too
