Send bill via email with link to Magento cart.

We provide services as well as doing retail sales. Is there an extension (Magento 2) that allows you to send a bill via email and have the customer click a link to pay it?

I have been looking and all I can seem to find are extension that will email an invoice AFTER the order is complete and paid.

It would not have to be itemized. Just an ID number, a short decription like "Service" and the amount.
