i have two stores with the same database, now i wanna user one for my wholesale and the customer only can login with user/pass with customer activation. what module do you recommend to do it?

I suggest you trying the Pending Registration extension for Magento that helps to activate customer accounts manually.
The extension is fully compatible with Magento 1.9
If you are running Magento 2.x version, you can check out this Pending Registration module for Magento 2.
