Magento 2 natively supports Table Rates. With Table Rates, you can upload a CSV with specific fields, based upon one of the following table rate choices:

- Weight vs. Destination

- Price vs. Destination

- # of items vs. Destination

For instance, the table rate for Weight vs. Destination can include fields for:

- Country

- Region/State

- Zip/Postal Code

- Weight

- Shipping Price
