What do you mean by non reduced items? either in terms of prices are only regular or else product doesn't purchased by customers so it is in stock? 

Kindly explain it and will look for the solution.

Sollte möglich sein wenn das Attribut "special_price" für Sales-Rules zur Verfügung steht. Wenn es nicht zur Verfügung steht kann es konfiguriert werden und dann bei der Sales-Rule auf Basis des special_price die Regel erstellen (special_price >= 0).
