Are you installing the new instance of Magento on your localhost?

Which version of Magento are you using?

If it's on local host using xampp or wamp , it may be because of mode_rewrite may be disabled for apache.

Which version of Magento is it?

Are you getting 404 only for a specific admin panel page or admin panel itself is not working? Also, let us know if you are trying to do any customization and share those details. It will help to understand more about your problem.
