Cant download magento from http://magentocommerce.com/downloads/ ?

I was trying to download Magento v 1.9.2.2 or 1.9.2.3 or 2.0 version but i cant able to download them? even from archive also. why the download keeps failing?

For Magento2 : Go to https://github.com/magento/magento2 and click "Download Zip"

For Magento1.9 : https://github.com/OpenMage/magento-mirror and click "Download Zip"

After login popup i have filled credentials and after this loader is continuously spinning.

Try clearing browser cache or using another browser. I'm able to download without any issue.

Yes, even till this date the problem doesn't seem to be fixed!!!

I have the same Problem with Chrome(65.0) and Safari.
Tried do clear Cache, deactivate any PlugIns (on Chrome). 

Nothing helps.

Hope that is not a manipulated version.

You shouldn't use a source other than Magento.
