For development I strongly recommend that you check out virtualization tools, such as VirtualBox and Vagrant and use those. However Windows has full stack of necessary native tool: Apache, PHP and MySQL; I've seen couple of Microsoft initiatives to lure people to use Windows stack for Magento. It's not impossible to run Magento on Windows 10, it's just not a smart idea. I've done it, but no way I'll do it again any time soon.
