Admin problem with Design Panel

Hi,

I have installed xampp (with MariaDB) and afterwards Magento2. All working well. Frontend showing Luma theme. But in backend, in General -> Design there is only panel 'Search Engine Robots' visible.

All the other panels like

- Design Theme

- HTML Head

- Header

- Footer etc.

are not visible.

I have also a Magento2 installation on older xampp (with MySQL), where all is ok.

Can anyone help?
