CyberSource Payment Issue

We're having an issue with using the CyberSource payment method to process credit cards.  We have filled in our IDs and keys, but when attempting to place the order, it errors.  The POST request fails with a 500 response from the server trying this URL:

https://testsecureacceptance.cybersource.com/silent/embedded/token/create

Anyone know how to resolve this issue?
