Installing Magento 2 on Cpanel but 404 error

I want to install magento 2. I put everything in the public.html in the folder magento. I wanted to start the installation with the next url:

http://37.252.125.81/magento/setup

After that I get the next error:

404 Not Found
Please forward this error screen to 37.252.125.81's WebMaster.
The server can not find the requested page:

37.252.125.81/magento/setup (port 80)

how can i solve this?!
