Fresh install of magento 2.1 on a cpanel based system (have access to WHM admin if needed).
Installed as per the magento wiki. Both frontend and backend "work" however Under stores > Configuration the dropdown menu on the left that includes general, catalog, customers, sales, services, and advanced will not dropdown, it just doesn't work.
Cannot find anyone with similar issues...
Dev console shows
require.js:1895 GET http://****.com/pub/static/adminhtml/Magento/backend/en_US/jquery/jquery.cookie.js 404 (Not Found)
