No you cant install 2.2.3 on godaddy even if it is available with instalatron and looks like its working. The godaddy Apache Module mod_version is diabled and magento 2.2.2 & 2.2.3 require it to be installed. Is there a workaround? I Spoke to godaddy hosting support and they say that the only way is to switch to VPS which i dont want to do right now. is there a workaround this mod_version?

You can't install and run Magento 2.2.3 properly with GoDaddy but even if you can, your performance will most likely suffer as they are a mass market provider and their servers are not optimized for Magento or even for proper performance (their goal is to cram as many clients into each server as possible, not high performance).
