Magento Store> Configuration> Design. The Theme option not showing! it shows Robot.Txt. Please help

Question 1) I have installed Magento 2.1 on the HostGator server and tried to install a porto premium theme but the problem is under store>configuration> Design I get the Robot.Txt instead of theme option.

 

Question 2) In the server I  have installed the porto theme in Public Html>app>Design>frontend> Magento > Porto theme 

Is this the right way to do it ? 

 

Please help
