Migrating from enterprise 1.14 to opensource 2.3

I am looking to migrate our Magento EE 1.14 to 2.3 open source. Looking at the migration tool this combination is not possible, current options are:

commerce-to-commerce

opensource-to-commerce

opensource-to-opensource

I guess I am looking for commerce-to-opensource.

Any help would be great.
