[PDOException] SQLSTATE[23000]: Integrity constraint violation: 1062 Duplicate entry '5' for key

I have tried 

php bin/magento setup:upgrade

and

php bin/magento setup:unistall 

commands but does not work.

I have tried the installation by making new database as well.
