Problem with access to magento/framework zip file

Hi all. I have tried install magento CE 2.1.5 on my vps, and got error after 'composer install' command: 

Installing magento/framework (100.1.5) Downloading [Composer\\Downloader\\TransportException] The 'https://repo.magento.com/archives/magento/framework/magento-framework-100.1.5.0.zip' URL could not be accessed: HTTP/1.1 403 Forbidden

What i do wrong?

When you ran composer, did you put your repo.magento.com username and password?

I have the same issue as well. So I have 2 questions:

1. is this step necessary for Magento installation?

2. where do I put my username and password so that the installation script will see it? for example in the composer.lock file?
