Trouble Installing Magento 2.3.2

I am struggling to install magento in a sub directory on my server. If the Htaccess is enabled i get a 500 server error  and i am unable to access the site. With htaccess disabled i get no CSS and i am unable to access the admin page. What could be wrong? I am a first time user of magento
