Can Magento be used as shopping cart only?

I need to know if theres any way to configure magento as a shopping cart only. I mean, Having products and stock, add products to the cart and everything as normal ecommerce site. 

But Instead of a shipping and normal checkout, "process the order" by sending a email.

I know this is weird, but my client doesn't want to sell online per se, just to take "orders".

Look for quote modules. Install and test them. Quote module should give you a grid in Magento to see what customer want's to buy and you can process/convert those quote to order. If this work then simple remove/hide checkout button/functionality from the site.
