Catalog Price Rule with multiple conditions

When I create a Catalog Price rule with multiple conditions in it, the "catalogrule_product" table remains empty but it works fine when there is only one condition in Catalog Price rule.

I am able to produce this issue in Magento Latest Version V1.9.3.

Could you please take a look in this?
