Free shipping for the USA excluding Hawaii and Alaska states

Hello,

I have an issue with excluding Hawaii and Alaska states from free shipping for customers from the USA.

Please, check this screenshot with all settings for shopping cart price rule.

Does anyone know how to solve the issue?

This rule looks correct to me. Do the other states/provinces that you've excluded get free shipping too or is it just Hawaii and Alaska?

Do you have a live URL that we can test the rule on the frontend?
