Location Based Shipping cost setting

I would like to set Free Shipping is just for the USA and dose not include Hawaii, Porto Rico. 

How can I do that??

Hi @foysal,

You should use the Table Rates shipping method in order to setup free shipping for USA, excluding Puerto Rico and Hawaii.
