Questions re: Sales Tax?

I am trying to set up Sales Tax and it keeps wanting to calculate Sales Tax against the Subtotal & Shipping costs even after setting Subtotal Only? Any suggestions? I have to factor State & County Tax rules. Any help would be appreciated!

Have you tried to exclude shipping fro, tax calculation?

You can change it at the Tax Calculation settings: System->Configuration->Tax->Tax Calculation

No, problem was more complex than that suggestion, unfortunately. Had to get our Web Developer involved to 

figure it out and it is now working properly.
