When I edit an order the shipping tax rate changes?

We are having a problem with the shipping tax changing from 20% to 16.7% whenever we edit an order? Can anyone advise on how/where to change this? I can't find it anywhere.

It can be found here: log in the admin panel of your store and go to System menu>Configuration>Taxbutton in the Sales section on the left. This will display several panels on the right
