How can I make my store redirected to the PayPal after order review step?

Hi All,

I am useing magento 1.9. I would like to setup paypal with my store.
In the checkout page step 4, after i checked the paypal radio button and click continue
The I have been redirected to the PayPal website. without order review(step 5)
I tried set Skip Order Review Step to No, but it does not work.

How can I make my store redirected to the PayPal after order review step?

If you want the order review page, it has to be after PayPal. You can't put it before paypal.

I just copy the order review to step 4
