How to deal with couple of Free Shipping clash In Magento 1.9?

I enabled free shipping over $1000 in my store, i want to give free shipping some of the products the price below $1000. Here i created free shipping in shopping cart pricing rule, unfortunately shopping cart pricing rule free shipping not working. How to give two condition for free shipping.
