Magento Admin-User Panel Nav Bar disabled issue

The Admin and User panel navigation bar as shown in the image above is displaying very well but the links are not therei.e. <a href="#">

I cannot access my panel anymore.

Please help

Please check System->Configuration->Developer->JavaScript Setting->Merge JavaScript setting to No.

Same problem, frontend working. admin dashboard tab only clickable.

not sure how i can do this if nar bar isnt clickable. The only tab clickable is the dashboard tab.
