Magento Newsletter submit does not any subscriber

Magento Newsletter submit does not add any subscriber, it shows subscription form.  permission in the allowed list. I am using in CMS via xml from a static block.

if I submit it just comes to the same page. nothing happens.

Can you confirm to which url is your form posting the information?

I don't think there is a program level problem. Make sure that your newsletter is activated from the back-end settings in order to allow subscriptions entries:

System--->Advanced--->Advanced
