Cannot find a solution to this at all, other than this:

but I cant access the downloads.

Using Magento CE v 1.7.0. It seems whenever a customer purchases with either Visa or Mastercard using 3d secure we get an error returned from the cart:

Please verify the card with the issuer bank before placing the order.

Looking at this link http://forum.azmagento.com/how-to/paypal-pro-centinel-3d-secure-bugs-50043.html it seems exactly what we are getting. I am confident it is related to Cardinal Commerce. If I turn off 3d secure and make a test payment using visa debit it works.

Does anyone have any idea what this could be and how to resolve?

Has anybody solved this? I have the exact same issue - waiting on a reply from cardinal.
