Shipping method based on web service

I'm developing a shipping method for a client that is based on a remote web service to calculate the shipping cost. I already have a custom module that do all this operation but when the web service fails due to connection problems or something else the shipping cost is free. I need to find a way to interrupt the entire checkout process when the shipping cost web service fails

How can I do this?

Hi I have problem with webservices, I'm new in the magento, I need your module and others files with webservices for shipping,  you can advise me and to sell they, and files to use in my project?
