When I to order from my website I get Sorrrry, no quotes are available for this order at this time

When I try to do a test order from my website, I get the follwoing message:

Sorry, no quotes are available for this order at this time.
I have flat rate shipping enabled and also have free shipping set for purchases over $50, either of the scenareos cause the same issue.
