For custom email overrides in the locale folder, does anyone know where and what is controlling the head tag that is being inserted? We were seeing some buggy issues, and when I removed the head tag altogether from our revised header, we still get:

<p style="font-size: 15px; line-height: 22px;">
</p>We'd like to be able to add a meta viewport tag, and we definitely need to figure out where that p tag is coming from (its also being auto inserted by magento, its nowhere in our revised header.) FWIW, it doesn't seem to be coming from System/Config/Design/Head.
