shopping cart rule for freeshipping not working with subtotal

Could any one please help me to set up a shopping cart rule for free shipping in magento for all orders over AED - 1,850, USD - 500, GBP - 350, EUR - 450. I tried to set the condition as Subtotal equals or greater than but its not working.I have tried different options in condition such as price in cart and cart total and it`s working. Is there any configurational settings that I need to change to get this work?

Look at your shipping settings and make sure you have some option set for free shipping.  If there is no free shipping option, it's difficult to give free shipping
