Customer cannot login 1.7.0.2 after Supee updates

I see there is a login issue after the 8788 update, but none of the solutions worked for me. I also uninstalled 8788 and still customers cannot login.

/template/persistent/customer/form/login.phtml is the file that shows.  I also turned the theme back to base & default and still cannot login.

an issue with magento 1.7 on php 5.4.  Fixed by going to earlier php version
