I've tried installing the version-appropriate patch for 6788 on Magento CE 1.7.0.2 (two separate sites) and 1.9.1.0. All have the same issue with:

And in no cases is there ever a customer.xml.rej file created as it indicates there should be.
The customer.xml files do exist in the named directories. And they have not been modified since installation.
Any insights would be really appreciated.
